Following on from the previous Chidori class, the Kou class was a torpedo boat redesigned after the Tomozuru incident (the capsizing of the Chidori class torpedo boat Tomozuru), and the first boat, the Kou, was completed in October 1936 (Showa 11).
With a standard displacement of 840 tons and equipped with three 12cm single guns and one Type 94 triple 53cm torpedo tube as main armament, as well as a depth charge launcher for anti-submarine use, the vessel was different from previous torpedo boats and could be called a small destroyer.
