The 789-0 Series debuted in 2002 to coincide with the extension of the Tohoku Shinkansen to Hachinohe. It operated as an express train between Hachinohe and Hakodate, passing through the Seikan Tunnel. Initially prominent in the service of "Super Hakucho," it gave way to the Hokkaido Shinkansen in 2016 and has been operating as the express "Lilac" between Sapporo and Asahikawa since 2017.
- Modeled after the post-2006 configuration with the addition of SAHA cars to create a 3+3 six-car formation from the original 2+3 five-car formation.
